Jean Martial Bineau (1805 – 1855) was a mining engineer and Deputy in both Chambers from 1841 to 1848. He proposed a law to reduce the Government budget allotted to the fine arts and was a fervent opponent of freedom of the press. During his service as Minister of Public Works in 1849, he was responsible for tarring the great boulevards in the capital.
