A contentious bond election coming up in November 6, 1979 prompts an arts facilities study by Carr, Lynch Associates. They recommended a downtown arts district in Dallas to create a special environment for all of the cities' major arts institutions. Patsy Swank interviews Kevin Lynch from Carr, Lynch Associates about the future of an Arts district in Dallas.
