Owney received this identification token from Samuel N. West, a Railway Mail Service (RMS) clerk who worked on railway mail trains between St. Paul, Minnesota, and Watertown, South Dakota. West is one of the few Railway Mail Service clerks whose tags are currently among Owney’s trinkets. The RMS clerks were the postal workers who allowed Owney to ride along in the cars while they were doing their work.
