Folded letter dated April 6, 1781, has the free frank: "Free Eben[ezer] Hazard." In his role as Surveyor General of the Continental Post Office, Hazard was providing instructions to Dudley Woodbridge, newly appointed postmaster of Norwich, Connecticut.
