1c Coat of Arms order for color change

Written January 24, 1899. Hawaiian Postmaster General Oat requests that the Hawaiian Consul General (stationed in New York City) have the American Bank Note Company manufacture 75 packages -- each package consisting of 250 sheets of 50 stamps -- of the 1894 1-cent yellow stamp (the Hawaiian Coat of Arms design) "excepting as to color which we want changed to GREEN." Oat affixed examples of both the Hawaiian and the U. S. 1-cent stamps. The green United States stamp was evidence of the desired color which would "conform to the new Postal Union Regulations."
