Water With a Price Tag Maurice E. Piper Jr., fills cistern with water on chicken farm of Mitchell Skibb (cq), right. Despite light rain Thursday New England is experiencing one of worst droughts in a century. Piper charges $5 for 500 gallons of water and has 75 customers. He delivers 1000 gallons at Skibb farm each week. Sale of water by truck was virtually unheard of in New England before this year.
