This is winsome three-year-old Rosemary, the child whom the entire town of Parsons wants to stay with them. She is the center of a custody fight in which the foster parents to whom she was boarded out shortly after her birth want to adopt her against the wishes of the State Department of Public Assistance. The fight has gone to the governor.
