Wintertime Flood -- Ice floes loosened by thawing weather have restricted the flow of the Mississippi river here and caused an unusual early-winter flood. Six families living on the East Side Flats, near the Cedar-Tenth Avenue bridge, have been evacuated. Water was also creeping into riverside warehouses. Turbines in a streetcar power plant were being sandbagged tonight against a possible further rise in the river. Most of the residential and business areas of Minneapolis and St. Paul are high above the river.
