Mrs. Thelma L. Keitlen, of Springfield, Mass., regional director of the Anti-Defamation League of B'nai B'rith, is shown with her seeing eye dog against a background of the Eiffel Tower during her current visit in Paris. Mrs. Keitlen was barred from visiting the Tower and Napoleon's Tomb because of regulations against dogs. She said she failed when she tried to explain the special status of seeing eye dogs to guards at the Tower and Tomb.
