Start of Civil Rights Blockade--Civil rights demonstrators lie in a row across Pennsylvania Avenue in front of the White House during the evening rush hour yesterday. Some of the last traffic permitted on the street, get through before police closed it off and forcibly removed the demonstrators who were joined by many others. Before the 10-minute demonstration was done, 36 persons were arrested on disorderly conduct charges.
