Top Men in Steel Talks--These are the top men in the stalemated steel contract negotiations in Pittsburgh. At right is R. Conrad Cooper, chief negotiator for the basic steel industry, who made an offer of 40.6 cents an hour in wage and benefits for a three year contract. At left is I. W. Abel, president of the United Steelworkers of America, who turned Cooper's offer down. In the middle is William E. Simkin, the federal mediator from Washington.
