Teachers' Strike Disrupts School--Students mill about the school grounds at Los Angeles' Fairfax High School today after a strike by United Teachers of Los Angeles, which represents 22,000 of the district's 25,000 teachers. Many students refused to go inside. Officials sought to keep the system's 616 schools operating with non-strikers, substitutes and supervisors. The union is asking higher pay and change in what it calls the declining quality of the school system.
