Senator John Tunney, Jr. holds up and asks "Why?" as he tours the damaged Olive View Sanitarium and examines the ruins in which one patient of the sanitarium was killed by the massive quake that hit Southern California early 2/9. The death toll was steadily rising as rescuers probed through the rubble of two hospitals in the Northern San Fernando Valley that collapsed during the quake.
