Seeks USW Presidency-- Gesturing at news conference in Chicago is I.W. Abel who today opened his campaign for the presidency of the million-member United Steelworkers Union. Abel, secretary-treasurer of USW for 12 years, seeks to replace David J. McDonald in the Feb. 9 election. McDonald had held the presidency for 11 years. Abel opened his campaign with a pledge to "restore rank and file control over basic policy."
