Seek to Turn "Paper Armies" Into Real Armies--U.S. Secretary of State Dean Acheson (left) and British Foreign Secretary Anthony Eden talk things over during today's meeting of the Atlantic Pact ministers in the white marble Parliament of Portugal in Lisbon. Acheson keynoted the formal opening of the North Atlantic Treaty Organization council's ninth meeting. He said the ministers were meeting to try to translate "armies on paper into armies in the field."
