The one above, from the U.S. Ambassador to France, William C. Bullitt, dated Feb.16,1938, and marked "strictly confidential" for the Secretary," reports on a telegram received by the Austrian envoy in Paris from Kurt Schuschnigg indicating Schuschnigg's hope to maintain Austrian independence.
