Fergus Falls, Minn.: Scott Philip Stangvik, almost 1, and his sister Rebecca Lynn, 3, were found slashed to death here 7/5. Their mother's throat had been cut also and she had been stabbed 30 times. Police instituted an immediate search for their mental-patient father, Philip C., 26, who was on a 5-day pass from the Fergus Falls State hospital.
