Rejects Industry Offer--I. W. Abel, president of the United Steelworkers of America, is shown at a news conference in Pittsburgh Wednesday where he announced that the union rejected the industry's offer to raise wages and benefits by 40,6 cents an hour over the next three years. Abel vowed that the union would strike the basic steel industry on Sept. 1 unless an agreement is reached.
