Refuses to answer questions

Clyde L. Powell, assistant FHA commissioner, sits silently before the senate banking committee today, refusing to answer questions in an inquiry into multi-million dollar housing scandals. Powell told the committee: "my refusal is based on my constitutional privileges not to be a witness against myself."
