Says FBI Erred-- Col. Rudolph Abel, above, one-time Russian master spy in the United States who was traded for the U-2 pilot Francis Gary Powers in 1962 and lives now in retirement in Moscow, said today the Federal Bureau of Investigation agents who arrested him were careless. He claimed in a magazine article that, under their noses, he disposed of a decoding device and a tape recording of a radio message from Moscow.
