Sanitation Workers Mob City Hall--Most of New York City's sanitation workers crowd outside City Hall today after a breakdown of negotiations between city officials and sanitation employes union, the Uniformed Sanitationmen's Assn. After voting to stop work in protest ever stalled contract talks, union members marched from their midtown meeting place, downtown to City Hall--snarling traffic with the sic-block line of march. Sanitations Commissioner Paull R. Screvane said that only about 25 percent of the usual work force of 5,000 showed up for work--the removal of about 8,000 tons of refuse at this time of year.
