James Clark, 16, who had been denied the rank of Eagle Scout because he reportedly is an atheist, stands with Robert F. Parkinson, regional executive of Boy Scouts, talking to a reporter during a meeting at the boy's home last night. After the meeting Mr. Parkinson said he "wholeheartedly recommended the youth for rank of Eagle."
