Sandbag Protection Against High Tides--Miami Beach hotel facing the ocean are placing sandbags in front of their beach entrances as protection against the high tides expected as hurricane Cleo approaches Florida's lower coast. The weather bureau said the storm nearing the coast has winds of 110 to 125 miles an hour, and is pushing an eight-foot tide ahead of it.
