James Buchanan, U. S. Minister to Great Britain, was one of the formulators of the "Ostend Manifesto" which stated that the U. S. should first try to buy Cuba from Spain or if that didn't work the U. S. should take Cuba by force. In this cartoon, Buchanan is being robbed by a group of ruffians who are justifying the robbery by quoting the "Ostend Manifesto."
