No Parking Today -- Rising tides pushed Atlantic Ocean waters into the municipal parking lot at Ocean City, Md., yesterday, in advance of Hurricane Esther, and the big storm was expected to pass the resort city late this afternoon on its journey north. An Army jeep stood in the lot and Ocean City residents watched the rising water as this picture was taken.
