Pamella Proctor, 21, center, of Marblehead Mass., Miss Massachusetts of 1967, is presented proclamation by Gov. John A. Volpe at the State House in Boston Wednesday, honoring her selection to represent the Bay State in Miami Beach this summer for the Miss U.S.A. and Miss Universe titles.
