Newark, N. J.: Newark Mayor Hugh J. Addonizio works at his desk as usual 12/18, as a cloud of smoke from his cigarette swirls overhead. Addonizio and 14 other present and former city officials were indicted 12/17 for tax evasion and extorting $253,000 from a firm doing business with the city. He said, "we will continue to run the city in its usual effective manner."
