New York City Hall under Siege- Unidentified man wearing construction helmet raise half-staffed flag on standard outside New York's City Hall Friday after more than 1,000 persons, apparently angered by Mayor John V. Lindsay's antiwar stand, attempted to storm the building. The mayor had ordered the flag half-staffed because of the deaths of four Kent State students during a demonstration om Ohio. During the hour long fracas which ensued. Construction workers attacked and beat students in a college building nearby. Eleven students were hospitalized.
