New York - Driver's Dilemma - J.A. O'Neill of Baltimore, Md., in New York City on a short vacation, scrapes snow off top of his car this morning after he had left it parked out overnight on West 51st Street in midtown Manhattan. Mrs. O'Neill peers out of windshield through tunnel-like opening cleared in a foot of snow which fell overnight. Storm was Manhattan's worst in seven years.
