New Army Chief of Staff- Gen. Creighton W. Abrams, above, now commander of U.S. forces in Vietnam, will be nominated as Army chief of staff, President Nixon announced Tuesday. Gen. Abrams will replace Gen. William C. Westmoreland, 58, who is retiring July 3 with the rank of four-star general.
