New Angle on Fighting the Flood -- Workmen pump water into a sandbagged area on Minne Lusa Avenue on the city's north side yesterday in a new twist on fighting the Missouri River flood. Seems water pressure from underneath the street got so strong it started bubbling up through the pavement. So they sandbagged the area and pumped in the water to build up the pressure above the ground and keep the underground moisture from bubbling up.
