It was one of "pumpkin papers" turned over to the committee in its spy probe by Whittaker Chambers. Dated Dec. 31,1937, it is from Charles Darlington, assistant chief of trade agreements division, to his chief, Harry C. Hawkins. It refers to a possible U.S.-German trade pact. Penciled notations are the committee's.
