Mandates Meeting is Ignored by Japan The Mandates Commission of the League of Nations began its regular Fall session here on Oct. 24 with reason to believe that its Japanese member, Nobumishi Sakenobe, who was absent, would resign and that the Japanese Government would not send an official to answer the commission's inquiries regarding Japan's Pacific mandate. The meeting is of vital importance in view of the insistent demands from Germany for the return of her former colonies which were taken from her by the peace treaty.
