Letter carriers, who three days ago began the postal strike that is still spreading, vote overwhelmingly 3/21 to stay out in defiance of a back to work agreement reached by their union chiefs and the federal government. The Manhattan and Bronx (N.Y.) carriers shouted their decision to continue the strike. Meanwhile, Pres. Nixon warned he would take whatever steps necessary to move the mail if the postal workers didn't return to work by 3/23.
