Lubbock, Tex: In west Texas in the spring there is always wind. There is not always rain. A combination of no rain and hard wind produces dust, and dusty it is. This scene at a farm on the northern edge of this west Texas city is an example of conditions over much of this area. A seven-month drought has spread over much of the plains area from Oklahoma, through Texas and into New Mexico and Colorado. Weather Drought.
