A lottery ticket seller in a Mexico street is only one beneficiary of the national lottery. Ten per cent of the proceeds go to vendors as commissions, and the lottery means work for a lot of people who would otherwise be begging in the streets. The lottery is run by the Health Ministry which receives 20 per cent; 65 per cent is paid out in prizes and five per cent is absorbed by overheads.
