Indicted in Draft Scandal--Willus Everett Vivian, above, a captain in the Illinois National Guard and a fulltime employe of the Guard, was arrested today in Chicago along with several other guardsmen. He was indicted on charges of participating in a Selective Service scheme which resulted in illegal draft deferments.
