Japan and Iraq Vote for Japan Plan - Dr. Koto Matsudaira, right, of Japan, and Iraq's delegate Abdul Majid Abbass raise their arms to vote in favor of the Japanese-introduced resolution on the Middle East at the Security Council meeting today. Hope for the adoption of the plan was blasted when Arkady Sobolev exercised the Soviet Union's 85th veto a moment later to kill it by a 10-1 vote. Veto brought about the indefinite adjournment of the Middle East debate before the Council.
