In Cuffs-- Fifteen young men and women were arrested on the Colorado State University campus Thursday after they had barricaded themselves in a building in a futile effort to block Dow Chemical Co. job interviews. The demonstrators surrendered to police four hours after their discovery behind barricades of lumber, filing cabinets, desks and other furniture on the third floor of the College of Agriculture Building. Police put plastic handcuffs on the youths as they were led from the building.
