Mrs. Ruby Martin, 35, will become civil rights director of the Department of Health, Education and Welfare on May 1, the department announced yesterday. She succeeds Peter Libassi, who has resigned. Mrs. Martin, now the deputy director, is a lawyer and a native of Arkansas.
