Mrs. Cynthia Epstein defended equal rights for women yesterday before the Equal Employment Opportunity Commission. Mrs. Epstein, teacher at Barnard College in New York, told the Commission that present laws "limit women to lower-ranking and low-paying positions than those they might have if they were given access to a truly free labor market." She opposed primarily state laws which, she said, are designed to protect women from unscrupulous employers but in reality are used to discriminate against the feminine sex
