Flood Water Nears Top of Levee -- With the water standing at a more than 28-foot level here this morning, there's not too much space left to the top of the dike along the Missouri River. Wooden flashing atop the dike is an emergency measure placed on the levee in hopes of containing flood waters should they go that high. In background is the American Smelting & Refining Co., which stands well below the present water lever.
