High Water--Flood waters from normally 12-foot wide Turtle Creek spill over it banks into Westinghouse Electric Corp. plant in East Pittsburgh today. Torrential rains fell most of yesterday and early today. They were due to a storm moving in from the west and were intensified by Hurricane Hazel causing 3 1/2 inches of water to fell on Pittsburgh district.
