The family compact

The devil holds the kings of Spain and France together. This was in reference to the Bourbon Family Compact, whereby Spain joined France against England. The publication line mocks British copyright laws -- "Publish'd Novr. 1, 1779 whether by Act or Order is not material provided it sells."
