Facelifting Plus. The Hopkins Building in Bakersfield, Calif., after restoration which removed all traces of the extensive damage caused by the 1952 earthquake. The exterior walls were reinforced with steel and concrete. Badly damaged inside walls were strengthened, and in some instances, replaced. Two years after the shocks, the city is in the midst of a reconstruction boom which is bringing big improvements, many new buildings, and an increased population.
