Harry Franklin Jarmans Jr., 20, of Washington D.C.; a former mental patient was charged 4/20 with the brutal murder of Mrs. Olive Minard, a 65-year-old Washington D.C. widow, who was stabbed to death here 4/16. Police gave this account of his motive. He wanted to speed up divorce proceedings with his wife and planned to murder her. To throw police off his trail, he planned to kill several women in the southeast area of the city to make police believe his wife was the victim of a series of murders. However, his wife learned of the plot and notified police.
