At top is a message from Ambassador to France William C. Bullitt to the secretary of state Feb. 15, 1938, concerning visit of Austrian Chancellor Kurt von Schuschnigg to Berchtesgaden. It mentions warning from generals to Hitler that Germany could not successfully fight France and England for another year. At center is a message from John C. Wiley, consul general at Vietnam, to the secretary of state marked "rush." Dated Feb. 16, 1938, it indicates Hitler boasted of Germany's military prowess and declared his stand on the Austrian and Sudeten German questions had British support. At Bottom is another from Bullit, dated Feb. 15,1938, concerning the possible naming of Arthur Seiss-Inquart as interior minister of Austria. He later became chancellor, succeeding von Schuschnigg.
