Hands in the New Deal. These are the hands through which pass millions of Uncle Sam's dollars. They belong to Harry Hopkins, Federal emergency Relief Administrator, and are long and lean like himself. Hopkins's most effective and characteristic gesture is a sort of graceful edition of the Bowery tough's side hand pass. The Administrator ends this gesture with a thumb jerk back over his shoulder to indicate Congress, the President of the state of the country in general.
