Sheikh Abdulla Al-Salim Al-Sabah, above, 55-year-old ruler of Kuwait, a 50 by 70 mile sandy waste on the Persian Gulf, rakes in tax free every day some $40,000 in oil royalties. Oil wealth is new to Kuwait which has 125,000 Arab inhabitants. Production started five years ago and now flows at the record rate of some 400,000 barrels a day. The oil royalties roll into the Sheikh's private bank accounts.
