Inside: New Man on the Job--A National Guard sergeant, confronted by a barrage of signs, was one of the many servicemen trying to figure out postal procedures in New York City's General Post Office Tuesday. The servicemen, acting under presidential orders, have started the mail moving again in New York, clearing away the backlog from the current postal workers walkout.
